Hundreds of thousands of UK households risk losing heating and hot water as outdated Radio Teleswitching System (RTS) electricity meters are set to be deactivated on 30 June 2025. Energy companies are warning that replacing all RTS meters with smart meters in time will be “very, very difficult,” raising concerns over potential disruption—particularly for vulnerable residents.
Over 300,000 Homes Could Be Affected by RTS Meter Phase-Out
While most homes in the UK have standard electricity meters and won’t be impacted, an estimated 300,000–430,000 households still rely on the RTS meters to control heating and hot water, often on Economy 7 tariffs. These meters use longwave radio signals to switch between peak and off-peak electricity rates—technology that’s becoming obsolete.
Energy Companies Struggle to Keep Up with Replacement Demand
Energy UK reports that about 1,000 RTS meters are being replaced each day, but to meet the deadline, that number would need to jump to 5,000 daily. The association’s deputy director, Ned Hammond, admitted the goal was “clearly very, very difficult” to achieve by June.
Campaigners Warn of Prolonged Heating Disruptions
Simon Francis of the End Fuel Poverty Coalition raised concerns over limited engineer availability—especially in rural areas—and warned of “prolonged disruption” if the meter replacement backlog isn’t addressed. RTS meters typically only affect heating and water systems, not general electricity use like lighting or plug sockets.
Concerns Grow Among Vulnerable Households
Some residents are resisting the change due to mistrust of smart meters. Jane from Norfolk, an RTS user, said she feels pressured into switching and fears losing her Economy 7 tariff. Others, like Diane Gray from Cumbria, want to upgrade but are told smart meters may not be compatible with their home setup. Energy suppliers are working on solutions and are required by Ofgem to ensure no disruption occurs.
Ofgem and Government Support a ‘Managed Phase Down’
Originally set for deactivation in March 2024, the RTS system’s shutdown was delayed to 30 June 2025 to allow energy firms more time. Ofgem and the UK government are now working with suppliers to ensure a “smooth transition” and protect vulnerable households during the process.

You may have an RTS meter if:
• Your meter has a nearby switch box labeled “Radio Teleswitch”
• Your home uses electric heating or storage heaters
• There is no gas supply
• You are on a tariff such as Economy 7
Ofgem advises affected users to contact their supplier as soon as possible and warns against scammers requesting payment for meter replacement.
